As its usual in this dry "arch" the farallon island was clearly visible and the beach was calm as is also usual.  The developers plan to add one floor per week at this stage.

			<content:encoded><![CDATA[<p>As the developers of Santa Clara Residences practically sell out the first tower or &#8220;sunrise tower&#8221; and begin offering the second tower or &#8220;sunset tower&#8221;, this weekend (June 6, 2010) they poured concreted on the first floor!  The project is well underway and the first tower is slated to be completed by summer 2011.</p>
<p>Developers were on hand to celebrate this ocassion and as is customary in this area the day was clear and beach was calm.  The project which is mainly been sold to panamanians has been a huge success.  Santa Clara has always been the locals favorite beach since it does have nice white sand and nearby is the local fishermen who are always willing to sell you the daily catch whether it be a corvina, pargo (snapper), or mero (grouper).</p>
<p>The second tower or &#8220;Sunset&#8221; tower which faces west has a great view of the farallon river which borders the property and there are still some units left.  Units range from 93 meters, 123 meters, 158 meters, some jr penthouses that are 208 meters and penthouses that are 339 meters which are completely custom.  Prices have been steadily increasing since this area has proven to be very popular but you can still purchase for approx $2000/mt2.</p>

<p>Desarrollo. El Área Económica Especial Panamá Pacífico, que se desarrolla en unas 1,500 hectáreas de la antigua base aérea estadounidense de Howard, a orillas del Canal de Panamá, busca convertirse en el “Centro de Negocios de las Américas” aprovechando las ventajas logísticas, geoestratégicas y de conectividad que ofrece el país.</p>

<div id="displaystory_body_content"> E ste es un año en el que Panamá apuesta en grande, y pone en la rueda de juego todo su poderío para la atracción de inversiones extranjeras, la radicación de empresas multinacionales combinado con la inversión pública y así lograr un crecimiento de entre 4 y 5%, luego de que en 2009 sufriera una fuerte desaceleración económica al pasar su Producto Interno Bruto (PIB) de 9.2 a 3%.</p>
<p>Es innegable que el año pasado el país sufrió los embates de la crisis financiera internacional y aunque muchos dicen que solo fue un decrecimiento, y que aún así creció, la verdad es que la construcción, las exportaciones, la Zona Libre de Colón y la inversión extranjera bajaron.</p>
<p>Pero el país es un centro de servicios con un sólido sistema financiero y una posición logística privilegiada que lo perfila como el futuro “Hub de las Américas”.</p>
<p>Por todas estas ventajas sobre otros vecinos latinoamericanos, el país apuesta este año a lograr una atracción de inversión extranjera por alrededor de los 1,800 millones de dólares y el establecimiento de por lo menos unas 10 empresas multinacionales más.</p>
<p><strong>Multinacionales.</strong><br /> El 24 de agosto de 2007 nace en Panamá la Ley 41 que crea un régimen especial para las empresas multinacionales con el objetivo de promover el país como sede para las operaciones regionales de grandes compañías.</p>

<p>&#8211;&gt;                <!-- fin VALORES AGREGADOS --> Estas empresas deben realizar operaciones encaminadas a atender funciones administrativas de sus filiales, sucursales o casa matriz en el extranjero.</p>
<p>La Ley crea una serie de incentivos fiscales, migratorios y laborales para facilitar el establecimiento de este tipo de empresas en el país.</p>
<p>Las compañías operan bajo una licencia especial, concedida por la Secretaría de la Comisión de Licencias de Sedes de Empresas Multinacionales (SEM), adscrita al Ministerio de Comercio e Industrias (MICI).</p>
<p>La carrera por lograr que las multinacionales vengan a suelo panameño empezó en el 2007 y aunque no ha crecido con una velocidad récord, poco a poco vienen llegando y bajo los estándares de laLey 41 se encuentran 31 compañías. En ese año arribaron las primeras, Maersk Central America S.A. y Procter &amp; Gamble, directamente de Dinamarca y Estados Unidos, respectivamente. </p>
<p>En el 2008 la inversión de las 17 multinacionales que obtuvieron esta licencia fue por 1,269 millones de dólares, según el MICI.</p>
<p>Las compañías que adquirieron la licencia fueron Inelectra Panamá S.A., Sinopec Intenational Petroleum, LG Consulting Corp., Productos Roche, Interamericana, S.A. y Caterpillar LatinAmerica Services de Panama, S.A. </p>
<p>Así mismo, Hyundai Heavy Industries, AES Latin America y Cemex Caribe, S.A., entre otras.</p>
<p><!-- ################# CANTIDAD DE NOTAS RESTANTE DE LA NOTA COMPLETA ##################### --> Mientras, el año pasado fueron 13 empresas, entre ellas Mars Central America, Nestlé Centroamérica, Phillips Sem, S.A.</p>
<p>El 2010 se perfila como un gran año. “Hay varias empresas multinacionales que en este momento ya están pensando en Panamá, hay otras que ya están en las vías de llegar, pero todavía no queremos oficialmente dar nombres” sostuvo el viceministro de Comercio e Industrias Ricardo Quijano.</p>
<p><strong>Area Panamá Pacífico.</strong><br /> “Este año en el Área Económica Especial Panamá-Pacífico ubicada en Howard se esperan que se radiquen entre 10 y 15 multinacionales”, aseguró Quijano.</p>
<p>El Área Panamá Pacífico, que se encuentra en la antigua base norteamericana de Howard, busca convertirse en el “Centro de Negocios de las Américas” y su desarrollo está a cargo de London &amp; Regional Panamá, una subsidiaria de la empresa London &amp; Regional Properties, empresa de capital británico encargada de construir las instalaciones y de pactar los términos comerciales, ya sea de venta o alquiler, con cualquier empresa o persona que desee establecerse en el área.</p>
<p>Actualmente han aterrizado en el lugar compañías gigantes como Panama Aerospace Engineering (PAE), que se encuentra en los predios del Aeropuerto Howard Internacional como empresa proveedora de mantenimiento, reparación y reconversión de aeronaves de todo tipo.</p>
<p>Dell Panamá se estableció como un Centro de llamadas (Call Center) en el año 2003, Caterpillar tiene un centro de capacitación de equipos y centro de llamadas, así como un centro de operaciones para la región y P. Leather Corp, una empresa que se crea con capital italiano y panameño para suplir la necesidad del mercado de pieles procesadas.</p>
<p>También están Cabo Drilling Corp., Oasala, S.A., Marine Engineering Corp. Panamá (MEC), 3M Panamá Pacífico, S. de R.L. y se tiene programado que otras de igual tamaño se les sigan uniendo este año.</p>
<p>Por ejemplo, Google, que este año planea iniciar operaciones comerciales en Perú, con lo que ese país se sumará a los cinco de América Latina donde el buscador de internet más utilizado del mundo ya tiene presencia: Argentina, Brasil, México, Chile y Colombia, ya ha puesto sus ojos en Panamá.</p>
<p>Además de Perú, la multinacional también quiere iniciar operaciones en algún otro país de la región y de momento, la compañía ha decidido que ese segundo país sea alguno de Centroamérica o el Caribe y estudia las posibilidades de Puerto Rico, Panamá o Costa Rica, según notas de la agencia de noticias EFE.</p>
<p>“Lo estamos estudiando de forma interna, para ver cuál de ellos tiene más sentido. La decisión creo que la tomaremos en un par de semanas”, dijo el director general de Google para la región, Alexandre Hohagen.</p>
<p>Por otra parte, Holanda que ya tiene empresas en el país como Boskalis, Smit, Fugro y Tankrederij, ya planea traer otras. </p>
<p>“El interés por Panamá es tal, que ya las multinacionales Heineken y Philips Electronics abrirán sus oficinas regionales en Panamá” no dudó en decir el ministro de Comercio Exterior de Holanda, Frank Heemskerk, durante su reciente visita al país.</p>
<p>Agregó que incluso la aerolínea holandesa KLM aumentará su frecuencia a siete vuelos semanales al país.</p>
<p><strong>Perspectivas.</strong><br />Se estima que debido a la crisis financiera que inició en el 2007 y que alcanzó su mayor nivel en el 2009, dejaron de entrar a Panamá el año pasado unos 1,000 millones de dólares en Inversión Extranjera Directa (IED).</p>
<p>Y se calcula que la inversión extranjera en el país durante el año pasado alcanzó los 1,700 millones de dólares, número que indica una baja en comparación con el 2008, cuando la IED en el país fue de 2,401 millones de dólares, según cifras de la Contraloría General de la República. Ese año Panamá y Costa Rica captaron el 60% de la inversión que recibió la región centroamericana.</p>
<p>Sin embargo, el Gobierno traza un esquema para que este año las inversiones foráneas lleguen a suelo panameño y con ese fin crearon la Agencia de Atracción de Inversiones y Promoción de las Exportaciones.</p>
<p>Con esta agencia se espera captar una IED de al menos 1,000 millones de dólares al año y sacar mejor provecho de los acuerdos comerciales.</p>
<p>“El Ministerio de Economía y Finanzas ha hecho las provisiones necesarias para asignar un presupuesto a esta oficina que va a operar con los recursos que sean necesarios porque es un proyectos de Estado”, aseguró el viceministro de Comercio Exterior, José Arias.</p>
<p><strong>Tratados.</strong><br />Aunque la inversión extranjera ha estado llegando a Panamá, la calificación de “paraíso fiscal” que le otorgó la Organización para la Cooperación y el Desarrollo Económico (OCDE) le ha valido la sanción de algunos países que por está denominación no han invertido en el país.</p>
<p>Por esa razón, este año Panamá se ha puesto la tarea de conseguir como mínimo la firma de 12 tratados para evitar la doble tributación, tal como lo exige la OCDE para sacarlo de la lista gris de paraísos fiscales en la que lo mantiene.</p>
<p>Hasta el momento Panamá ya cerró negociaciones con México, Italia y Bélgica para firmar acuerdos para evitar la doble tributación.</p>
<p>Además mantiene conversaciones con Francia.</p>
<p>En el caso de España, la semana pasada se acordó iniciar negociaciones en abril y el ministro de Economía y Finanzas, Alberto Vallarino dijo que empresas españolas están interesadas que en que se logre este acuerdo, dado la fuerte inversión que tienen en Panamá los empresarios españoles y el afán de participar en las obras que ejecutará el Gobierno, como es el caso específico del Metro.</p>
<p>Sin duda, Panamá privilegia su ubicación estratégica sobre el planeta Tierra lo que, con buen manejo y una política cónsona de desarrollo, augura que el convertirse en el “Hub de las Américas” no esté lejos.</p></div>

			<content:encoded><![CDATA[<p><strong>New Law 71 governing the titling of Islands and Coasts of Panama is approved </strong></p>
<p>The National Assembly of Panama   passed a law governing the award of titles   property in coastal and island territory, which will benefit   Panamanians who have possessory rights over these lands, said  official sources said.</p>
<p>The Minister of Economy and Finance, Alberto Vallarino said  that Bill 71, approved last night and the repeal of Act 23 of islands  and coasts enacted last April, according   a statement from the Ministry of Economy and Finance (MEF). &#8220;the humble villagers will now be able to realize their dream of being land owners for free!&#8221;</p>
<p>Vallarino said that with this action &#8220;is satisfied once again  with their campaign promise of President Ricardo Martinelli  to help the poor villagers, which did not apply in previous governments’ law 23.</p>

<dd class="wp-caption-dd">The project recognizes the rights of possession, regulating the degree in coastal and island territory to ensure its optimum use, was approved at the special meetings conducted by the National Assembly last night.</dd>

<p>The new standard, which must be sanctioned by the Executive, provides that holders of land may be free up to 250 meters of beachfront, and reasonable prices for properties that exceed the five hectares.  They are also allowing payment options of up to 15 years to pay.</p>
<p>The director of Cadastre and assets, Publio Cortes explained that &#8220;those who can prove to have possessory right of up to 50,000 square meters may obtain title of the property for free, no matter if they are of natural status or under a corporation.</p>
<p>In the case of islands, free patent applies as long as the Cabinet Council (ministers), decreed that part of the island territory as a special development zone and to make rules for their use. &#8220;The additional acres that the owners may want to title must be paid to the state at reasonable prices as established by a special table&#8221; said Cortes.</p>
<p>&#8220;This project will protect public interests, since it requires judicious payments by state owned land by a scheme established in a set table &#8221; Cortes said.<br />
The bill provides a table of values per hectare, distributed in three regions of the Pacific, Atlantic and insular, with a price range per hectare which from  $1,000 to $ 700,000   depending on the area concerned.</p>
<p>The previous law set the price of sale of the land based on its extension: $50 between 0 and 20 hectares, $ 100 between 21 and 50 hectares, and $150 for 51 hectares and up.<br />
The National Assembly said in a statement that another new provisions is that while the owner has not obtained the title property, the legal possession will be maintained and governed thus setting the Civil Code.</p>
<p>If the state decides to sell the land on which there possessory rights, the legitimate holder of that right will have the first option purchase of land, told Parliament.<br />
According to the National Program of Land Administration (PRONAT), 30 per cent of the island and coastal land are titled property, while 70 percent is owned by the State which has  granted possessory rights for agricultural purposes.</p>

<p><strong>Panama not panicking amid economic trouble </strong></p>
<p>By TimRogers   Looking on the bright side: The Trump Ocean Club continues its upward climb amid other skyscrapers in Panama.  Tim Rogers | Nica Times  PANAMA CITY, Panama – After Several years of explosive economic growth, Panama is starting to show signs of wear from the world economic crisis.  The economy, which was growing at near double-digit rates a year ago, registered a more modest 2.5 percent growth rate for the first quarter of 2009, according to government figures released last week.  Leaders of the real-estate development sector, which has powered the country&#8217;s economic expansion for the past five years by producing more than $1 billion in new construction annually, now predict as many as 60,000 workers could be out of a job by the end of the year.  But Panama isn&#8217;t panicking. In fact, thanks to its solid banking system, geographical position and perhaps a dose of good luck, Panama expects to ride out the crisis better than its neighbors and come out the back end of the storm stronger than it went in.</p>
